自俄乌冲突爆发以来，双方领导人进行多轮谈判，战火仍在持续发酵。而在各种纷繁芜杂的信息中，我们很难不去思考一个问题：战争中，究竟谁在获益，赚得盆满钵满？
此次“起底工作室”将带大家看清美国干涉俄乌冲突的手段，以及它在全球挑起事端的一大目的——军火生意。
俄乌冲突究竟使谁获利？
在俄乌冲突爆发前，各位可能从未听说过这两个名字：
毒刺导弹和标枪反坦克导弹。
一枚毒刺导弹售价约为12万美元，而一枚标枪导弹的价格约为18万美元。其中包括发射系统和导弹。One Stinger missile costs around $120,000. And a Javelin costs around $180,000, including the launch system and missile.
乌克兰政府称，他们每天需要500枚标枪导弹和500枚毒刺导弹。
而生产这些导弹的是美国武器制造商雷神公司和洛克希德·马丁公司。
当俄乌冲突爆发时，全球股市暴跌。但并非所有股价都跳水。
洛克希德·马丁的股价上涨了20%，雷神的股价则上涨了11%。Lockheed Martin's stock went up by 20 percent. And Raytheon went up by 11 percent. 但这只是这些美国公司从战争中牟利的一个缩影。
美国军火商：战争=摇钱树
61年前，美国时任总统艾森豪威尔就军工复合体可能产生的影响发出过警告：
“我们必须警惕军工复合体所产生的不可预知的影响力，不论是正面的还是负面的。”We must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex.
在仔细研究过数据、报告以及相关材料之后，“起底工作室”罗列了一份从战争中牟取暴利的顶尖富豪名单。
看看洛克希德·马丁公司历任首席执行官们的薪水情况。
2004年到2013年期间，罗伯特·史蒂文斯担任洛克希德·马丁公司的首席执行官。其年薪刚上任时即达500万至700万美元；到2006年，也就是伊拉克战争进入第三个年头、阿富汗战争进入第五年时，罗伯特的年薪则达到了1800万美元。
当他2013年离开洛克希德·马丁时，得到了2800万美元的补偿金。When he left his post in 2013, he was given $28 million golden handshake.
随着战争愈演愈烈，军火商大佬们的钱包也越来越鼓。史蒂文斯的继任者的年薪更是高达3400万美元。

由此可以看出，这些军火商的收入与战争形势有着显而易见的关联，而开战于他们而言是极好的事情。
洛克希德·马丁公司约90%的收入来自其作为政府承包商承接的项目，因此该公司所赚的钱几乎全都来自美国纳税人的口袋。Around 90 percent of Lockheed Martin's revenue comes from its role as a government contractor, so almost all the money it makes comes from the US taxpayers. 这些军火商与五角大楼和美国政客之间的密切关系，已经演化成了一个庞然大物，它只想要无尽的战争，而不是和平共处。The close relationship among defense contractors, the Pentagon and politicians, has become a US monster that seeks perpetual war over peaceful coexistence. 中国国际问题研究院美国研究所副研究员龚婷在接受采访时说：
“根据美国布朗大学的研究及数据显示，美国在阿富汗战争中的总花费已超过14万亿美元。而其中的一半都贡献给了营利性军火承包商。”According to study and data by Brown University of the United States, the US has spent more than $14 trillion since the war in Afghanistan. And half of them goes to for-profit contractors.
“在这些支出里面，也出现了很多腐败和挥霍浪费的现象。”And within them, within these money, there is a lot of corruptions and wastes.
被金钱操纵的政客
军火商和政客之间，可以用足够的钱建立起联系。军火商通过给政客“捐赠”，议员们通过购买国防承包商的股票、督促国防开支预算等方式互相影响。
▌“捐赠”
在过去的二十年里，军火承包商在游说美国政客方面总共花费了逾25亿美元，也就是说，承包商只要把钱给到位，就能影响政客做出的决定。In the past two decades, in total the military contractors have spent more than $2.5 billion on lobbying, which means that the contractors give the money to the politicians and to influence their decisions. 比如，去年雷神公司为游说政客共捐赠约1540万美元。
“旋转门”现象在这些说客们身上不断上演。他们穿梭在国会、国防部、国家安全委员会等参与讨论决定国防年度预算规模及范围的机构。The majority of these lobbyists have passed through the "revolving door" of jobs in Congress, the Pentagon, the National Security Council or other agencies involved in determining the size and scope of the annual budget for national defense.
美军前参谋长联席会议主席约瑟夫·邓福德将军是洛克希德·马丁公司麻烦不断的F-35战机的主要支持者。他从军队离职仅四个月后就加入了洛克希德·马丁公司的董事会。Former head of the Joint Chiefs of Staff Gen. Joseph Dunford, who was a major proponent of Lockheed Martin's troubled F-35, joined the company’s board just four months after leaving his post in the military. 同时 ，这扇“旋转门”也可以往另一个方向转。
过去五任美国国防部长中，有四位来自五大军火承包商中的一家。Four of the past five US Secretaries of Defense have come from one of the top five arms contractors.
▌ 股票
还有哪些人从战争中发了横财呢？答案是：美国国会议员们。 美国国会议员们可以购买像洛克希德·马丁等国防承包商的股票，而且他们中的很多人确有持股。而且民主党和共和党议员都有。
这里有一份名单：
佛罗里达州共和党议员约翰·卢瑟福在今年2月24日购买了价值1001美元至15000美元范围的雷神公司股票，正是这一天俄罗斯开始在乌克兰发起特别军事行动。Republican Rep. John Rutherford of Florida purchased between $1,001 and $15,000 worth of Raytheon stock on February 24 this year — the day Russia started its operation in Ukraine.
共和党代表玛乔丽·泰勒·格林在俄乌冲突发生两天前，购买了价值1000美元至15000美元范围的洛克希德·马丁公司股票。Republican Marjorie Taylor Greene bought between $1,000 and $15,000 in Lockheed Martin shares, two days before the conflict.
而且她公开在推特上表示，“战争对我们的领导人来说是一门大生意”。
▌ 督促国防预算开支
来自美国密歇根州的民主党参议员加里·彼得斯是参议院军事委员会成员，他拥有价值高达15000美元的雷神公司股票。
该军事委员会负责授权审批五角大楼的预算。
今年3月，该委员会敦促拜登总统将2023财年的国防开支增加5%。In March, the Committee urged President Biden to include a 5 percent increase in defense spending for the fiscal year 2023.
换言之，这些议员们正在以非常直接的方式，将更多的利润送入自己的口袋。So in very direct terms he is trying to put more money into his own pocket.
他们变得超级富有，他们为此“努力工作”。他们深谙美国“民主”到底是怎样运作的。
政商勾结，世界涂炭
美国的纳税人们在过去20年里，投入颇多。最终得到了怎样的结果呢？
是20年来美国对阿富汗政策的彻底失败和无数的平民丧生。
不过，如果发动战争的真实目的并不是为了“解放”阿富汗、让人民“重获自由” ，而是把美国公众的钱转而倒入美国武器制造商的口袋中，那么可以说是“任务圆满完成”。But if the aim was not actually to "free" and "liberate" Afghanistan, but instead to pour the US public's money into the pockets of US weapons makers, then "mission accomplished". 同样的事情正在乌克兰重演。
美国并不想要为乌克兰带来和平，它想要的，其实是无止尽的冲突和获利。
